Thinking outside of the box...
I own an Xbox 360 and a wired controller for it. My friend one day wanted to play TF2, but wouldn't use the keyboard, so I plugged in the controller. Instead of dealing with a stupid Steam cfg file, I found a program called Xpadder.

It auto-detects your joystick or gamepad or whatever device you're using, and you can assign mouse and keyboard strokes to it, and then it emulates it with almost no system lag it seems. After trying to play a lot of games and having to constantly set up a controller for it (for friends usually), this seems a LOT easier to use than most in-game set-ups. The best part is that whenever you plug in your controller, it auto-detects it, loads the file that is associated with it, and you're all set. All you would need to do would be to tweak the in-game keyboard controls and then you have a default controller layout for all games. It's free and takes up barely any space on my computer. If you would like to use a controller, this is the way to go.
